President Mahama Signs COVID-19 Health Recovery Levy Repeal Act into Law, Abolishing 1% Levy on Ghanaians.

President John Dramani Mahama has officially signed the COVID-19 Health Recovery Levy Repeal Act, 2025, bringing an end to the 1% levy imposed on Ghanaians to support pandemic-related expenditures. 

Before appending his signature, on Wednesday, December 10, 2025, President Mahama said Ghana had remained one of the few countries still taxing citizens for a pandemic that had ended, describing the repeal as “promise made, promise delivered.”

In his statement, President Mahama expressed his pleasure in removing a tax that many Ghanaians had opposed. He criticized the previous government's decision to continue taxing citizens for a pandemic that had ended, stating that Ghana was one of the few countries still doing so. 

He recalled the initial assurances of providing free water, electricity, and food during the pandemic, and lamented that the levy had been imposed despite these promises.

The President emphasized that the repeal of the levy was a significant step towards alleviating the burden on Ghanaians. By fulfilling his campaign promise, President Mahama has demonstrated his commitment to keeping his word and prioritizing the welfare of the Ghanaian people.

The COVID-19 Health Recovery Levy Repeal Act, 2025, is a testament to President Mahama's dedication to the Ghanaian people. The repeal of the levy is expected to have a positive impact on the economy, increasing disposable income for citizens and stimulating economic growth.

President Mahama presented the signed Act to the Clerk of Parliament, marking a significant milestone in his administration's efforts to alleviate the burden on Ghanaians.
