GNAT Releases Key Resolutions Communiqué from 2025 Annual Statutory National Council Meeting.
The National Council of the Ghana National Association of Teachers (GNAT) held its 2025 Annual Statutory Meeting at the GNAT Institute for Research and Industrial Relations Studies (GNAT-IRIRS), Abankro, from 14th to 20th November 2025.
After extensive deliberations on matters affecting teachers, students, and the education sector, the Council has issued the following communique highlighting key resolutions and recommendations.
Teacher Housing Policy
The Council welcomed the government’s proposal to implement the “Teacher Dabre” housing policy, aimed at providing decent accommodation for teachers. GNAT called for swift action to ensure its successful implementation, emphasizing that adequate housing will motivate teachers to deliver their best for learners, thereby advancing national development.
Peace and Security
Recognizing the ongoing conflicts and insecurity in some communities, the Council urged authorities to take decisive measures to ensure lasting peace in conflict-prone areas, allowing residents to carry out their daily activities without disruption.
Recruitment and Staff Promotion
GNAT called on the GES/TVET schools to expedite the recruitment of teaching and non-teaching staff to strengthen school operations and improve learning outcomes. The Council also endorsed the President’s directive for staff promotions, urging the Ghana Education Service (GES) to implement promotions from Deputy Director to Director III and from Director II to Director I without delay.
Pension and Financial Matters
The Council stressed the urgent need for the reimbursement of the 10-month arrears owed to the Ghana Education Service Occupational Pension Scheme (GESOPS). GNAT highlighted that delays in payments negatively affect retiring teachers and called for immediate action by the Controller and Accountant General.
Funding for Quality Education
Acknowledging that quality public education requires sufficient funding, GNAT called for the establishment of a dedicated fund for basic education to ensure sustainable support for schools across the country.
Youth Unemployment
The Council expressed concern over rising youth unemployment, warning that joblessness, hopelessness, and homelessness must not be ignored. GNAT urged the government and stakeholders to collaborate on immediate interventions to address the challenge.
Environmental Protection and Anti-Galamsey Efforts
GNAT highlighted the environmental threats posed by illegal mining (galamsey) and called for stronger government commitment, including increased resources, empowered regulatory agencies, and special courts for speedy trial of galamsey cases. This is aimed at protecting forests, water bodies, and communities from further destruction.
Addressing Financial Constraints in Schools
The Council noted that SHS and TVET schools face significant financial challenges. GNAT urged prompt government intervention to relieve school heads of the financial burdens that hinder effective administration.
Student Discipline and School Security
Responding to reports of increasing student indiscipline, including hooliganism, riots, and substance abuse, GNAT called for the recruitment and deployment of trained security personnel across all SHS/TVET schools. The Council further recommended establishing a dedicated police unit to handle school-related security issues.
Teacher Conduct and Learner Protection
GNAT expressed concern about rising cases of teacher professional misconduct, particularly inappropriate behavior towards female students. The Council expects the GES to apply sanctions in line with the staff Code of Conduct to deter future incidents and ensure the safety of all learners.
Infrastructure and Learning Resources
Highlighting persistent shortages of furniture in classrooms, dining halls, assembly halls, and offices, GNAT called for immediate government action to improve the learning environment.
Transition to Single-Track SHS/TVET Schools
The Council welcomed the government’s commitment to transition all double-track SHS/TVET schools to a single-track system by the 2027/2028 academic year. GNAT pledged full cooperation with the GES/TVET Service and urged adequate budgetary allocations to support smooth implementation.
Collective Agreements
GNAT expressed concern over the non-implementation of certain provisions in the Collective Agreement for teaching staff. The Council called for full implementation and for the immediate formulation of a Collective Agreement for TVET staff.
Examination Support for JHS Teachers
The Council called on the Ministry of Education and GES to provide for JHS teachers traveling with candidates to BECE examination centers, ensuring their presence throughout the examination period.
