Education Minister Appeals to Parents to Support GES on Hairstyle Regulations.

Minister for Education, Haruna Iddrisu, has appealed to parents to cooperate with the Ghana Education Service (GES) in enforcing its directive on approved hairstyles for Senior High School students across the country.

Speaking at a stakeholder engagement organised by the National Council for Curriculum and Assessment (NaCCA) in Accra on Monday, October 27, the Minister explained that the directive is intended to promote uniformity, discipline and equity among students at the secondary level.

“After a certain age, when they get into tertiary institutions, they are free to wear whatever hairstyle they want, but not at the basic or secondary level. Therefore, I ask for the cooperation and support of parents so that GES can strictly and consistently enforce this directive. 

It’s for the purpose of uniformity. And as I indicated, if we give in to hairstyles, tomorrow it will be shoes, the kind to wear or not to wear,” he said.

In another development, the Office of the Cabinet Secretary has issued a reminder to all Ministers of State to adhere strictly to established Cabinet procedures before announcing any government policies or programmes. 

The notice follows instances where some Ministers publicly introduced initiatives without prior discussion or approval by Cabinet.

According to the Cabinet statement released on Monday, October 27, no policy, programme, or major initiative shall be regarded as official government policy unless it has been submitted to, discussed, and approved by Cabinet in line with governance protocols and the principle of collective responsibility enshrined in the Constitution. 

Ministers have therefore been directed to forward all proposed policies, programmes, or legislative initiatives to the Cabinet Secretariat through the Chief Director of their respective ministries for inclusion on the Cabinet agenda.

The statement emphasized that strict compliance with this process is essential to maintain policy coherence, ensure collective responsibility, and present a unified government position. It further advised that any public statements or initiatives not approved by Cabinet will not be recognized as official government policy.

Meanwhile, the Ministry of Education has clarified that the use of Ghanaian languages as the medium of instruction applies only from Kindergarten to Primary Three, and not throughout all levels of basic education. This clarification follows public discussions that arose after a directive by the Education Minister on the compulsory use of Ghanaian languages in schools.
