Newly recruited teachers will start receiving pay soon – Apaak

The Ministry of Education has given firm assurance to Parliament that newly recruited teachers under the Ghana Education Service (GES) who are yet to receive financial clearance will soon begin receiving their salaries.

The matter came up during a Public Accounts Committee (PAC) sitting, where the Chairperson, Abena Osei Asare, expressed concern over the long delays in processing salaries for teachers—some of whom have worked for more than eight months without pay.

“These are people who have been diligently working without any remuneration. It is only right that the state shows them they have not been abandoned,” Mrs. Osei Asare stressed.

Responding to the issue, Deputy Minister of Education, Dr. Clement Apaak, acknowledged the challenges and assured the committee that the Ministry was taking steps to resolve them.

“These teachers are Ghanaians—our sons, daughters, and relatives. The Honourable Minister has been working tirelessly to secure the necessary clearance so that their salaries can be processed,” Dr. Apaak said.

He explained that the Ministry of Education has been engaging closely with the Ministry of Finance and Parliament to expedite the financial clearance. According to him, consultations are ongoing to ensure approvals are secured and the affected teachers are paid without further delay.

Providing further clarity, the Director-General of the GES, Professor Ernest Davis, disclosed that while 15,755 teachers received financial clearance last year, only 10,112 had been fully processed. Nearly 6,000 teachers were left out due to administrative interruptions.

“Those affected were instructed to reactivate their clearances to continue the process and secure their postings. Unfortunately, the exercise was interrupted, but management is committed to ensuring that all outstanding cases are addressed,” Prof. Davis explained.

The PAC hearing forms part of broader efforts to resolve payroll and personnel irregularities highlighted in the Auditor-General’s report within the education sector.

This assurance brings hope to many newly recruited teachers who have been working for months without pay, as they await the finalization of the clearance process.
