CAGD Provides Direct Regional Contacts to Assist Public Servants with ESPV-Related Salary and Payroll Concerns.
The Controller and Accountant-General's Department (CAGD) is launching dedicated phone lines across its regional offices to strengthen its payroll complaint and grievance system.
This initiative aims to assist public sector workers, particularly teachers, affected by payroll fraud and related challenges. The development comes amid heightened scrutiny from Parliament's Public Accounts Committee (PAC), which has expressed concerns about the efficiency and effectiveness of the current system.
“An Unacceptable Ordeal”: PAC Chair Criticizes CAGD Over Payroll Delays Affecting Public Servants.
The Public Accounts Committee (PAC) has expressed strong dissatisfaction with the current payroll system, specifically highlighting the lengthy delays in resolving payroll errors. According to Hon. Abena Osei-Asare, Chairperson of the PAC, the correction process for payroll mistakes can take up to 8 months, which is deemed unacceptable.
This prolonged delay has caused significant financial and emotional hardship for the affected employees and their families. The PAC's criticism underscores the need for a more efficient and responsive payroll system that can address errors and discrepancies in a timely manner.
The delayed error resolution process has forced many workers to travel to Accra in search of solutions, bypassing regional offices. The PAC Chair has urged the CAGD to establish effective front desks across all regional offices to serve as the first point of contact. This would help streamline the process and reduce the burden on affected employees.
The criticism highlights broader frustrations about poor customer service in the public sector. Published official numbers often go unanswered, and employees have expressed dissatisfaction with the current system. The introduction of functional and well-monitored helplines is expected to address these concerns and restore trust in the CAGD.
CAGD Releases New Regional Contacts for ESPV-Related Complaints.
The CAGD has released contacts of officers in charge of Electronic Salary Payment Voucher (ESPV) issues in various regions. Public workers can reach out to the designated officers for assistance.
The CAGD is expected to announce additional front-desk contacts and helplines in the coming weeks. These steps are expected to ease the frustrations of public servants, improve payroll administration, and restore confidence in the system.
