CAGD Partners OSP to Probe and Prosecute Payroll Offenders.

The Controller and Accountant General’s Department (CAGD) has entered into a strategic collaboration with the Office of the Special Prosecutor (OSP) to investigate and prosecute individuals involved in payroll irregularities. 

This decisive move is intended to strengthen accountability in the public payroll system and address long-standing concerns about financial mismanagement.

The initiative follows critical observations made by the Public Accounts Committee of Parliament after reviewing the 2024 Auditor-General’s report. 

The report highlighted recurring irregularities, including the payment of unearned salaries, responsibility allowances granted to staff who were not entitled to them, and instances of salary overpayments. These lapses, the Committee noted, continue to drain national resources and undermine the efficiency of public service delivery.

Appearing before the Committee in Accra on Monday, August 25, Controller and Accountant General, Mr. Kwasi Agyei, insisted that financial recovery alone does not provide a lasting solution. He explained that while some funds are retrieved, the absence of sanctions emboldens others to repeat the same actions. 

According to him, the payroll system is managed on Oracle software, which maintains a clear audit trail that can easily trace transactions and identify culprits by staff ID. This, he emphasized, makes it possible to not only recover monies but also to pinpoint the individuals responsible for authorizing or benefiting from such fraudulent payments.

Mr. Agyei made it clear that the partnership with the OSP and other security agencies is aimed at ensuring offenders do not go unpunished. By pursuing prosecution, the CAGD hopes to deter further abuse of the payroll system and restore confidence in the integrity of public financial management. 

He underscored that the days when irregularities were quietly written off once money was retrieved are over, as government is determined to send a strong signal that misuse of public funds attracts serious consequences.

The collaboration between the CAGD and OSP therefore represents a shift in approach, moving beyond mere recovery to strict enforcement and prosecution. 

It reinforces the state’s commitment to safeguarding public funds, ensuring discipline in payroll administration, and holding individuals accountable for financial malpractice. 

Ultimately, it marks a stronger stance in the fight against corruption and payroll fraud, with the clear message that offenders will face the full weight of the law.
