GES Cautions Heads and Directors Against Using Threats and Authority to Intimidate Staff

The Ghana Education Service (GES) has issued a strong directive to all Heads of Institutions and Regional Directors, urging them to refrain from using threats or exerting undue authority to intimidate staff. 

This comes in response to several reports received by GES Management concerning such inappropriate conduct within the service.

In a letter dated July 25, 2025, GES expressed concern over incidents where some educational leaders have been leveraging their positions to coerce or pressure staff members into carrying out their duties under fear or intimidation. According to the Service, these practices are not only unprofessional but also contrary to the principles of a healthy and respectful working environment.

It has come to the notice of the Management of the Regional Education Office that some Heads of Institutions and Directors of Education are using the seat of the Regional Director to issue out threats to intimidate or coerce staff members in executing their duties,” the letter read.

The Service emphasized that fostering a respectful and professional workplace should be the priority of all leaders in education. Acts of intimidation, it said, undermine workplace harmony and violate both ethical and professional standards.

The statement further warned that any Head of Institution or Municipal/District Director found engaging in such behavior must stop immediately. GES reiterated that leadership must be guided by its policies, Code of Conduct, and Code of Ethics.

Please note that such actions are strictly prohibited and undermine the principles of a respectful and professional work environment. Any Head of Institution or Municipal/District Director who is fond of engaging in that act must desist from it, as it does not foster a good working environment,” it added.

GES concluded by encouraging all educational leaders to uphold integrity and model best practices in their management approach, promoting collaboration and mutual respect within their institutions.
