Education Minister Calls for Urgent National Housing Scheme for Teachers, Announces Key Reforms.

Education Minister Haruna Iddrisu has proposed the immediate implementation of a nationwide housing scheme to support teachers, particularly those serving in rural and deprived communities.Addressing members of the newly inaugurated Board of the National Teaching Council (NTC) in Accra, the Minister expressed concern over the poor living conditions many teachers endure, describing them as unacceptable and demoralizing.
He stressed that no teacher should retire without owning a decent home and recommended a joint effort in which teachers contribute a modest monthly amount, while government support and pension funds—particularly the Teachers’ Pension Fund (JUSOP)—are used to guarantee financing.
The goal, according to him, is to make it possible for teachers to own two- to three-bedroom homes within a period of five to ten years. Mr. Iddrisu further announced that a new policy has been adopted to ensure that every new basic school infrastructure includes attached accommodation for teachers, emphasizing the need to restore dignity to the teaching profession.
On the issue of teacher certification, he directed the NTC to complete the ongoing licensure resit process by August 30 to make way for a more practical licensure system.
This new model will include supervised teaching, classroom mentorship, and hands-on assessment to ensure that teachers are professionally equipped, not just academically qualified.
The Minister also called for improved collaboration between teachers, parents, and communities to maintain discipline in schools and encouraged teachers to view student feedback as a vital tool for professional development.
In response, the Chairman of the NTC Board, Mr. Emmanuel Kwami Alorvi, pledged the Board’s commitment to advancing teacher welfare and supporting the implementation of government initiatives.
He welcomed the housing scheme proposal and described it as a crucial step toward improving conditions for teachers across the country. The newly constituted Board includes Mr. Sampson Damptey Tetey, Mr. Ben Nick Banor, Prof. Samuel Ofori Obuobisah Bekoe, Prof. Tahiru Azeko Salifu, Associate Prof. Emmanuel Osei Sarpong, Ms. Mercy Nabia Sagbil, Madam Majorie Affenyi, Gadotor Yram Kwame (Tagbe Foe Tsali II), Obenfo Nana Kwesi Gyetuah, Prof. Samuel Awinkene Atintono, Prof. Eric Nyarko-Sampson, Dr. (Hajia) Amina Jangu Alhassan, Dr. Chrysogonus Anab, and Dr. Christian Addai-Poku. The Board is expected to lead efforts aimed at strengthening teacher professionalism and improving conditions of service within the education sector.
