CAGD Issues New Directive to Regulate HR and Payroll Requests Across Public Sector

The Controller and Accountant-General’s Department (CAGD) has rolled out a revised protocol for handling Human Resource (HR) and payroll-related requests within public institutions. 

This directive, effective 22nd July 2024, introduces a compulsory routing process designed to improve coordination, eliminate irregularities, and strengthen institutional accountability.

Key Requests Now Require Headquarters Approval

Under the new directive, specific HR and payroll actions must first be vetted and approved by the headquarters of the applicant’s institution before submission to the CAGD. These include:

  • Reactivation
  • Reinstatement
  • Reappointment
  • Re-engagement
  • Termination
  • Salary advances
  • Creation of new management units

The CAGD stated that it would no longer process requests submitted directly by individuals, regional heads, or district directors without headquarters endorsement.

Reason for the Policy Shift

The move comes in response to complaints from several institutional headquarters, who indicated they were unaware of requests originating from their regional and district offices. According to the CAGD, bypassing the proper channels has led to a breakdown in communication and increased the risk of unauthorized payroll activities.

Mandatory Submission of Certified Nominal Rolls.

In addition to routing requests, public institutions are reminded of the ongoing requirement to submit monthly nominal rolls. These must be:

  • Comprehensive lists of all staff on the institution’s payroll
  • Certified by the internal audit unit before submission

This measure ensures that payroll data remains accurate and reflects current staffing levels across all government agencies.

Enhancing Oversight and Payroll Integrity

By tightening control over how HR and payroll requests are initiated and processed, the CAGD aims to:

  • Strengthen internal oversight mechanisms
  • Eliminate duplicate or unapproved payroll entries
  • Improve institutional coordination and communication
  • Safeguard the integrity of public sector payroll systems

Institutional Compliance Required

All affected institutions are advised to fully align with the new procedures. Failure to comply may result in delays or rejection of submitted requests.

This directive marks a significant step toward greater efficiency and transparency in public sector human resource and financial management.
