Basic School Heads Urged to Ensure Proper Use of Capitation Grant Funds

 

GES Cautions Basic School Heads on Responsible Use of Capitation Grant

The Ghana Education Service (GES) has issued a strong reminder to all basic school heads to adhere strictly to the approved guidelines in the utilisation of Capitation Grant funds. 

In its July 23, 2025 advisory, the statement emphasized that proper financial management and strict compliance with utilisation guidelines are crucial to ensuring accountability and making the most effective use of the Capitation Grant.

According to the GES, the proper use of the Capitation Grant is essential for effective school-based management, particularly in areas such as the procurement of teaching and learning materials, undertaking minor repairs, and supporting essential administrative functions.

To strengthen oversight, the GES announced that district and regional monitoring teams will intensify their supervision to ensure accountability in how the grants are used. “We urge all school leaders to use the funds responsibly and in line with the guidelines for Capitation Grant utilisation,” the statement noted.

This renewed guidance follows the government’s confirmation of the full settlement of all Capitation Grant arrears owed to public basic schools from 2023 to date. The timely release of funds is expected to improve school operations and grant school heads greater autonomy to enhance the learning environment.

GES reiterated its commitment to working closely with stakeholders to promote quality education delivery across the country. The Service noted that the efficient use of public resources is key to achieving inclusive and equitable education for all Ghanaian children.

School heads have been urged to take the directive seriously, as strict monitoring and compliance checks will be enforced to safeguard the integrity of the grant system.
