Tertiary Teacher Unions Warn of Strike Over Delayed Research Allowance Payments.
Three major teacher unions,UTAG, TUTAG, and CETAG, have jointly expressed their frustration over the government’s delay in releasing the approved exchange rate and payment for the 2025 book and research allowance.
In a joint statement released on Monday, June 9, 2025, the unions warned that they would embark on a nationwide strike if the government fails to address the issue promptly.
The University Teachers Association of Ghana (UTAG), the Technical University Teachers Association of Ghana (TUTAG), and the Colleges of Education Teachers Association of Ghana (CETAG) indicated that the delay has left many of their members in limbo, unable to plan or carry out academic research and related activities.
According to them, the allowance is not a privilege but a critical component of their Conditions of Service, which supports scholarly work, teaching, and the general advancement of knowledge in the country.
At a joint emergency meeting held on June 8, the unions resolved that government must take immediate steps to release the exchange rate and commence the disbursement process. They emphasized that any payment after September 2025 would not be entertained, even if the rates are published late.
“This allowance is a statutory obligation. It plays a crucial role in enhancing the research output of lecturers, supporting teaching quality, and ensuring meaningful academic engagement,” the unions stressed in their communiqué.
They further warned that if there is no concrete move by the government by Thursday, June 13, 2025, it will be treated as a formal notice of strike, affecting all public universities, technical universities, and colleges of education nationwide.
The statement ended with a call on all stakeholders, including the Ministry of Finance and the Ministry of Education, to act swiftly in order to safeguard the academic calendar and uphold the welfare of academic staff across the country.
