National Identification Authority Staff Declare Indefinite Strike Over Delayed Allowance.

Staff of the National Identification Authority (NIA) have officially embarked on an indefinite strike action, effective Tuesday, June 24, 2025. 

This decision follows a resolution passed by the Divisional Executive Council of the Public Services Workers’ Union (PSWU) – NIA, after a critical meeting with the Ministry of Finance on June 23 failed to produce the needed assurances regarding delayed allowances.

At the heart of the industrial action is the government's failure to honour its commitment to pay the Operational Support Allowance—an allowance agreed upon in July 2024 following extensive negotiations between the Union and the government. This allowance was instituted to supplement the relatively low base salaries of NIA staff. Although initial payments began in August 2024, the disbursements were halted in January 2025 without explanation or any alternative support, leaving many staff members in worsening financial conditions.

Despite repeated assurances from NIA Management that the issue was being addressed, staff report that no concrete steps, timelines, or commitments have been communicated. According to the Union, numerous follow-up efforts and engagement with the Ministry of Finance have been met with delays, inaction, and a lack of seriousness. The Union expressed profound disappointment over what it describes as a disregard for the well-being and motivation of staff who continue to serve under demanding conditions.

The indefinite strike affects all NIA offices nationwide, including the Head Office, Regional Offices, District Offices, and Premium Registration Centres. PSWU members at these locations have been directed to completely withdraw their services until the outstanding allowances are paid in full and a clear path forward is presented.

In a statement released by the Union, members were urged to remain united, disciplined, and law-abiding throughout the period of the strike. The leadership emphasized that the action is not intended to inconvenience the public but is a last resort following months of fruitless engagement. They reiterated their openness to constructive dialogue, provided such discussions are underpinned by tangible commitments that lead to the immediate resolution of the matter.

The Union also acknowledged the efforts of various stakeholders who have intervened or attempted to facilitate a resolution, and extended appreciation for their continued support. However, they cautioned that staff morale is at an all-time low, and failure to act decisively risks not only prolonging the strike but undermining the effectiveness of the NIA’s critical national functions.

As the strike continues, the Union called on the Ministry of Finance and relevant authorities to treat the matter with the urgency it deserves, in order to restore normal operations and uphold the dignity of public sector workers whose livelihoods depend on timely and fair remuneration.
