Implementation of Power Sector Levy Adjustments Postponed Until Further Notice.
The implementation of the Energy Sector Levy adjustments has been postponed until further notice.
The Ghana Revenue Authority (GRA) has announced the postponement of the implementation of the Tariff Interpretation Order (TIO) No. 2025/004, which is connected to the Energy Sector Levies (Amendment) Act, 2025 (Act 1141).
Initially, this adjustment was scheduled to take effect from June 16, 2025, and involved an increase in the Energy Sector Shortfall and Debt Repayment Levy (ESSDRL) on selected petroleum products.
This levy is a critical component of government efforts to mobilize funds for addressing debts and shortfalls within the energy sector, and its adjustment would have directly influenced fuel prices, transportation costs, and the general cost of living for citizens.
However, following consultations with stakeholders and a directive from the Minister of Finance, the GRA has decided to suspend the implementation of these changes until further notice.
In an official notice signed by Mr. Anthony Kwasi Sarpong, Commissioner-General of the GRA, it was stated that the postponement takes immediate effect and applies to all ports and stations where the levies were to be applied.
The Commissioner-General assured stakeholders that a new effective date will be communicated in due course. This postponement comes as a relief to many individuals and businesses who were concerned about the additional financial burden the levy adjustments would have created, especially in a period marked by economic challenges and rising fuel prices.
Transport operators, petroleum marketers, and businesses dependent on fuel consumption have all expressed their relief at the temporary suspension.
While the Energy Sector Levies remain an essential tool for the government to support projects and manage debts in the sector, finding a balance between raising revenue and protecting the financial stability of citizens remains a delicate responsibility for policymakers.
As discussions continue, Ghanaians eagerly await further updates from the authorities on when the postponed adjustments will eventually take effect.
The GRA has assured the public that any new implementation date will be announced promptly once finalized.
