Government Approves Book and Research Allowances for Senior Staff of Public Universities and Colleges.

The government has approved the disbursement of Book and Research Allowances for senior staff of public universities and colleges of education for the 2024/2025 academic year.

Information obtained by Citi News indicates that academic staff will receive $1,500 as Book Allowance and $1,600 as Research Allowance. Non-academic senior staff are approved to receive $1,500 as Book Allowance. The amounts will be converted into cedis using the Bank of Ghana’s average exchange rate of GHS15.47 to $1.00, covering the period from September 2, 2024, to March 28, 2025.

The Ministry of Finance has directed that all claims must first be audited and validated by the Internal Audit Units of each institution before being submitted to the Ghana Tertiary Education Commission (GTEC) for processing and payment. Institutions are required to submit two copies of the audited claims for both academic and non-academic senior staff, using the approved claims template.

This development comes at a time when tensions are growing in the tertiary sector over unpaid salary arrears, increasing living costs, and outstanding allowances. The University Teachers Association of Ghana (UTAG), Technical University Teachers Association of Ghana (TUTAG), and Colleges of Education Teachers Association of Ghana (CETAG) have jointly issued a threat to embark on a nationwide strike if the government fails to pay the approved allowances by June 13, 2025.

The unions have voiced their concerns about the delays, stating that the lack of timely release of the exchange rate has led to significant uncertainty among their members. They emphasized that the allowances form part of their Conditions of Service and are not optional benefits. Failure to meet the June 13 deadline, they warned, will result in industrial action across all affected institutions.
