GES to Begin Phase II Monitoring of Student Transcript System in SHS, SHTS, and STEM Schools

The Ghana Education Service (GES), in a collaborative effort with the West African Examinations Council (WAEC), the National Schools Inspectorate Authority (NaSIA), and the National Council for Curriculum and Assessment (NaCCA), is set to roll out the second phase of its nationwide monitoring exercise for the implementation of the Student Transcript System (STS). 

This initiative forms part of the ongoing efforts to promote accountability, enhance data accuracy, and strengthen digital integration across second-cycle institutions.

According to an official communiqué issued on 3rd June 2025 and signed by Prince C. Agyemang-Duah, Director of the Schools and Instructions Division, the second phase of the exercise is scheduled to take place from 23rd June to 4th July 2025. The monitoring will target all Senior High Schools (SHS), Senior High Technical Schools (SHTS), and STEM schools across the country.

The purpose of this monitoring is to assess the progress made in the use of the STS since its introduction. It will evaluate how effectively schools have adopted and are utilizing the Transcript Portal, identify challenges in its operation, and determine the level of support required to strengthen its implementation. The exercise will also provide insights into the degree of compliance and oversight demonstrated by school management regarding the accurate documentation and submission of student records.

As part of the process, each selected school will be visited by two designated monitors for a one-day engagement. These monitors are expected to liaise directly with the Heads of Schools to agree on a suitable date for the visit within the specified monitoring window. Their role will be to observe, guide, and report on the actual usage of the STS at the school level.

To ensure the success of the exercise, the GES has directed all Regional Directors of Education to immediately communicate this directive to all Heads of Schools within their jurisdictions. Regional offices are also expected to provide the necessary support and ensure that all schools are adequately prepared for the monitoring visits.

This second phase of the monitoring exercise reaffirms the GES’s commitment to fostering transparency and embracing technology-driven solutions in managing academic records. By investing in systems like the STS, the Service aims to provide a more reliable and efficient method of tracking students’ academic performance while reducing administrative bottlenecks and ensuring accountability among stakeholders.

In the broader context, this initiative aligns with the government's digitalization agenda within the education sector, reinforcing the need for schools to adopt standardized digital tools in record keeping, reporting, and assessment management.
