The National Service Authority (NSA) has uncovered a significant payroll scam in the Birim North District, resulting in the interdiction of two senior officers.An investigation, prompted by a tip-off from a concerned individual, revealed that the district manager and MIS manager manipulated the national service payroll system to process fraudulent allowance claims for individuals not eligible for such payments.
The officers admitted to validating monthly payments for 78 individuals who were either on study leave or holding full-time jobs, yet were falsely recorded as regular service personnel. This brazen scheme highlights a broader pattern of misconduct affecting the Authority nationwide, involving public sector workers who conceal their employment status to receive national service benefits. Such actions not only undermine the integrity of the national service program but also divert resources meant for legitimate beneficiaries.
According to NSA Director-General Felix Gyamfi, such actions breach the Public Services Commission Act, 1994 (Act 482), and constitute misappropriation of public funds. The Authority is taking decisive action, introducing stricter screening methods to verify enrolment records against data from the Controller and Accountant-General's Department. This proactive approach aims to prevent similar abuses and ensure that resources are allocated to those who genuinely require them.
The NSA is committed to holding offenders accountable, with sanctions including dismissals, legal action, and disqualification from future public service roles. The Director-General emphasized that perpetrators would face prosecution, and the public can expect a thorough investigation and consequences for those involved.
