Nationwide Payroll Audit of Ministries, Departments, and Agencies Begins May 20, 2025.

The Ghana Audit Service has officially announced the commencement of a nationwide payroll audit across all Ministries, Departments, and Agencies (MDAs), beginning May 20, 2025. 

This important initiative follows the directive of the Auditor-General and is aimed at promoting accountability, transparency, and efficiency in the management of public funds.

The announcement, signed by Ali Mohammed Zakaria, Deputy Auditor-General (CGAD), outlines the expectations and responsibilities of MDAs to ensure the success of this national audit exercise.

Objectives of the Payroll Audit

The audit is designed to:

  • Eliminate ghost names from government payrolls
  • Validate the authenticity of personnel records
  • Detect and prevent payroll fraud
  • Ensure that public servants are legitimately engaged and appropriately paid

Key Requirements for the Audit.

To guarantee a smooth and timely audit process, all institutions are to grant auditors unhindered access to:

  • Books and returns
  • Payroll-related documentation
  • Computerized and electronic files

Institutions are also directed to inform all allied agencies to be on standby and cooperate fully throughout the exercise.

To support the verification process, the following documents are to be made available:

From Individual Staff Members

  • Letter of Appointment
  • Academic and Professional Certificates
  • Transfer Letter (if applicable)
  • Promotion Letter
  • Most Recent Payslip
  • Ghana Card

From Institutions

  • Updated Staff List
  • List of Staff on Study Leave
  • List of Separated or Exited Staff
  • Record of Officers Living in Government Bungalows
  • Officers Holding Acting Positions or Additional Responsibilities
  • Officers Assigned Official Vehicles

This documentation will be instrumental in verifying legitimacy and ensuring accurate payroll information.

Relevant Authorities and Coordination

The audit is being spearheaded by the Deputy Auditor-General/CGAD in close collaboration with:

  • The Hon. Minister, Ministry of Finance
  • The Controller and Accountant-General-CGAD
  • The Head, Compensation Policy Management Unit, Ministry of Finance
