GNAT Confirms Promotion of Over 50,000 Teachers After 2024 Aptitude Test.
The Ghana National Association of Teachers (GNAT) has confirmed that more than 50,000 teachers have been promoted following their success in the 2024 promotion aptitude test.Out of 54,227 teachers who passed, 50,458 have been officially upgraded to their new ranks as of April 2025.
GNAT also reported that, among 1,579 teachers who had previously been removed from the government payroll, 1,417 have now had their salaries restored, with only 162 cases pending resolution.
In a statement signed by GNAT’s General Secretary, Thomas Musah, the association explained that placement for the successful candidates had been concluded, while the few outstanding cases, along with unresolved matters from the 2023 batch, are scheduled for completion in May 2025.
The confirmation followed a meeting between GNAT and the Ghana Education Service (GES) held on Friday, April 25, 2025.
Update on Lower Rank Promotions and Upgradings
Regarding promotions at the lower ranks, GNAT revealed that all 16 regions have submitted their required data and that placement for these ranks will be finalized in May 2025.
The union also addressed the issue of teachers who returned from further studies but have not been upgraded since 2023. An agreement has been reached that all such teachers will be upgraded by the end of May 2025. The Director-General of GES has pledged to instruct Regional Directors to complete the upgrading process without delay.
Additionally, a stakeholders’ meeting is scheduled for May 2025 to set dates for the next aptitude test for promotion.
Resolution of Outstanding Issues
GNAT stated that other matters outlined in the Collective Agreement for GES staff, particularly salary disparities under the Single Spine Pay Structure, are expected to be tackled next month.
The union reaffirmed its commitment to ensuring that all pending issues affecting teachers' welfare are resolved promptly.
Gratitude to President Mahama
The teacher unions expressed appreciation to President John Mahama for the approval of a 20% allowance for teachers working in deprived areas. GNAT thanked the President for his pronouncement and indicated that payment processes would commence from May 2025.
GNAT also welcomed the government’s decision to decouple the promotion of Directors 2 and 1 from the political administrative boundaries. This move is expected to provide fairer and more transparent pathways for Deputy Directors seeking promotion.
The union further commended the President for the provision of sanitary pads to female students, expressing optimism that the initiative would achieve its intended outcomes.
GNAT’s Assurance to Members
In a follow-up with the Daily Graphic, Thomas Musah described the progress as a breakthrough in negotiations between the government and teachers. He commended the GES for its responsiveness and expressed confidence that all remaining issues would be settled by next month.
“We would like to express our profound gratitude to the President, at least, for his timely intervention,” Mr. Musah said, emphasizing the union’s continued commitment to protecting the interests of teachers.
Background
GNAT had earlier given the government up to April 30, 2025, to resolve longstanding challenges affecting teachers.
These included the absence of a Scheme of Service for GES staff and problems linked to the Human Resource Management Information System, which had led to salary and promotion delays.
These demands were reinforced after the National Labour Commission’s intervention in March 2024, following a nationwide teachers' strike.
The Commission directed the GES to address the systemic issues to prevent further disruptions to teachers' career advancement.
