Education Minister to Submit New Scholarship Bill to Parliament.

The Minister of Education, Haruna Iddrisu, has revealed plans to present a new bill on scholarships to Parliament this May, following a directive from President John Mahama. The proposed Ghana Scholarship Authority Bill is expected to tackle favoritism and unfair practices in scholarship distribution, promoting a system based on merit.

Speaking in Accra at the inauguration of the newly appointed 17-member Board of Trustees for the Ghana Education Trust Fund (GETFund), Mr. Iddrisu stated that the bill will help ensure that scholarships are awarded fairly and to deserving individuals, while also supporting faculty development in educational institutions.

The Minister encouraged the Board to secure adequate funding for the Free SHS program and ensure consistent food supplies to schools. 

He also stressed the importance of aligning GETFund spending with the president’s vision of equipping students with modern skills and values suited for the 21st century.

Mr. Iddrisu suggested a funding structure where 35% of GETFund resources go to basic education, 40% to higher education, and the remaining 25% to Free SHS, as long as the Finance Ministry continues to provide additional support.

He further urged the Board to resolve infrastructure challenges in secondary schools due to increased enrolment and support local universities by financing at least five PhD scholarships. Completing over 300 unfinished GETFund projects was also highlighted as a key priority.

The Board was tasked with making room in its budget for emergencies in the education sector. Board Chair Emmanuel Kwasi Bedzrah expressed appreciation for the trust placed in them and pledged the Board’s commitment to fulfilling its duties.

The new Board members include representatives from key institutions such as the Ghana Education Service, Ministry of Education, Ministry of Finance, religious bodies, student unions, academia, and private sector organizations.
