non-payment of salaries to affected staff due to inconsistencies in national identification authority (NIA) numbers

suspension of salaries of affected employees due to discrepancies in National Identification Authority (NIA) numbers.

The Controller and Accountant-General's Department (CAGD) has suspended the salaries of some government employees for March 2025 due to inconsistencies in their National Identification Authority (NIA) numbers.

This issue arose from the CAGD's efforts to integrate the NIA database with the Government of Ghana (GoG) Payroll System to eliminate "ghost names/accounts" and ensure only legitimate employees receive compensation .

To resolve this issue, institutions must submit a staff list (Nominal Roll) of affected employees to facilitate the investigation and release of salaries. The rectification process involves:

Rectification Process: Key Steps and Deadlines

To ensure a seamless resolution of the suspended salaries, institutions must adhere to the following rectification process:

Retrieval of Terminated Employees' Data

Heads of Human Resource (HR) departments are required to:

•Retrieve terminated employees' data from their corporate emails.

•Verify the accuracy of the retrieved data to ensure it matches the current records.

•Identify any discrepancies or inconsistencies in the data that may have contributed to the suspension of salaries.

Submission of Corrected Records

Institutions must submit corrected records, including:

•Explanatory remarks for all affected employees, providing context for the discrepancies or inconsistencies.

•Updated NIA numbers, ensuring they match the current records.

•Any additional supporting documentation, such as proof of identity or employment verification.

The corrected records must be submitted using the attached template, which provides a standardized format for presenting the required information.

Submission Deadline

All corrected data must be submitted electronically by April 4, 2025, to the designated email addresses:

ppd.nominalroll@cagd.gov.gh

ppdcoordination2@gmail.com

Institutions are encouraged to submit the corrected data well in advance of the deadline to ensure timely processing and resolution of the suspended salaries.
